Everyday forms of resistance make no headlines. Just as millions of anthozoan polyps create, willy-nilly, a coral reef, so do thousands upon thousands of individual acts of insubordination and evasion create a political and economic barrier reef of their own. There is rarely any dramatic confrontation, any moment that is particularly newsworthy. And whenever, to pursue the simile, the ship of state runs aground on such a reef, attention is typically directed to the shipwreck itself and not to the vast aggregation of petty acts that made it possible. It is only rarely that the perpetrators of these petty acts seek to call attention to themselves.40

This is not intended to romanticize the struggles of the marginalized against power structures but rather to show how resistance can take many forms and often happens, as Scott notes, “between revolutions.” Subjects made vulnerable by the raced and gendered knowledges produced about their lives, their bodies, and their sexualities have everything to lose in a true confrontation and thus are safer pursuing ad hoc, piecemeal forms of resistance that smooth their paths and reduce the risk inherent in their lives. As Scott notes, it is an unspoken dispute over the definition of justice—what ought to be permissible within a shared social setting—and the many singular acts of resistance that compose it function in a truly anarchistic way: “If they are open, they are rarely collective, and, if they are collective, they are rarely open.”41 The forms of resistance enacted every day by young Cubans of color in response to disciplinary power do not directly challenge state authority, nor do they seem to be overtly political, but they contribute to a growing refusal of state-centered ideals of behavior and morality.
